Eastern NE KS | My guess is both. You witness the local situation and have 1st hand assessment of that. The USA is a big job market. I think social security tax data is used to assess 'new job' placement, but they seem to never discuss existing job numbers the same way.
Another employment measure 'tool' is a company called ADP which processes payroll for many, many companies. While not exactly comprehensive it's data is used by some media outlets to indicate employment trends.
