2290 can be filed anytime, the renewal is July, but I always get it when I'm renewing my license, Feb-May Available online usually in an hour for a fee. I use green tax2290 . or something like that. All you should need is the VIN. to get 2290. Now at the DMV. you'll have to give a pint of blood... lol
