NW Washington | I have done no-till gardening in the past. I just built permanent beds where I grew crops and walk ways that were never planted. I just shredded or composted the residue from the old crops. Throw away any diseased plants and things like potato and tomato vines which can contain some nasties that will come back and bite you the following years. Growing spuds, carrots and root crop usually results in a little tillage some years.
I used drip irrigation on the beds too and black plastic for tomatoes as I needed the extra heat.
