I don't see why you couldn't band it either if your levels are low.

It is a micronutrient so needed in micro amounts.

Many good liquid fertilizers with a micro package have Boron contained inside for in furrow, banding, foliar broadcast or however needed.

If you own the land or have a long term lease I say fix it and monitor with the tissue test.

If you have a short term lease and may lose the land, your banding idea may be the best.
