Planting a cover crop will do a lot more good than running one of the implements mentioned -- the tillage tools may make the seedbed slightly drier in the spring because of reduced infiltration and greater evaporation, but those will be desirable attributes once the crop is established. Also, the tillage will itself cause a lot of compaction. (If you don't believe me on the cover crop, just try a few acres to see for yourself.)

Yes, spoked closing wheels will do a lot less compacting of the sidewall than a smooth OEM wheel (cast or rubber tire). Changing to a closing wheel which does no additional packing may be a major step toward solving the problem. However, the 750 will have no advantages here over the 15-inch planter, and would likely be considerably worse for packing the sidewall.
