Don't know about the laws up your way but here in Indiana the state chemist's office has been shutting down guys that were pulling tanks behind each other. Know of a couple guys they stopped in the field & pulled the keys out of their tractors & wouldn't give them back till they unhooked the back wagon. After unhooking they gave the keys back with the warning that next time it would be a hefty fine.
