I can't tell you where to find any information on it. But I have heard of a (Maryland?) study that found Harmony applied at the wrong stage can damage wheat. It has been awhile since I heard it, and cannot remember all the details. I would also agree with the fungicide, especially in your area, where it is cool and damp.
