| Like other said before, there are too many options. Especialy with the back ground info you give it's like reading the news in a coffee mug.
As better and more detailed you give the back ground info as better the hunting of the source of failure can be. Start right at the beginnen, how as the soil looking like, crumbly, wet or waht, How was the development vbefore winter? Tillering or how was the colour.
Also do comparisons to your neighbours.
We are here talking in our contry of at least 100 bu/acre, without much fungisides. Best yields are more to 70 to 90 bu/acre.
