That is very common when using fungicide on beans.  Last year our beans seemed a week to 10 days late maturing.  They all had green steams and leaves still on them with the moisture running 10%.  At times it looked like silage coming out of the back of the combine.  Combine was drinking fuel.  We sprayed all our beans with fungicide last year due to the rust scare.  This year the beans are so drought stressed that we could not justify the fungicide cost.
