The simple answer is that they are poor countries that have lots of needs, ie, food, water and health needs are critical. Many of the govts seem to use food as a means to hold onto power. They have large populations that are un-educated which makes them very susceptible to propaganda about how evil gmo's are. It would be very difficult to gain approval to grow gmo crops and risk it being destroyed by angry local and foreign eco-terrorists. Gmo crops didn't stand a chance in the middle ages either.
