You can make them start better but you can spend some serious bucks on batteries, cables, starter or rebuild, flywheel if it is out of shape etc. Easiest way is to put a block heater in it and plug it in. If they guy used ether all its life, might as well keep using ether till it quits.
Sounds like you feel obligated to buy the tractor since he left it there all summer and you used it but it is not what you really need or want and you are trying to figure how to back out nicely...
