There are some companies using Bentonite to stabilize native ground and sand without the use of aggregates but I think they're all for use as base material/load bearing more than top level exposed to traffic. I'd agree with the others that it would probably make a mess and not stay together that well.

The idea of something mechanical to make a raised "curb' around the water to hold back the gravel is maybe the best one, depending on what you have for materials.

I wouldn't use crushed concrete in a livestock pen personally, so many metal fragments from wire mesh reinforcement and rebar that I wouldn't want to deal with.
