I just got inside from more experimenting, and although I don't know what I changed, it appears to be working.  Here's my setup........Refurbished Lenovo Mini PC I got off Amazon running Windows 10 Pro.  I wanted Windows because I'm comfortable with it and can run U-Center on it.  After I got it configured I setup an account with RTK2GO.  I'm using STRSVR to capture the data stream directly from the COM port and then it gets sent to RTK2GO so I don't have to open firewall ports or have a static IP at home.
