Starter would try to engage and probably spin freely, just grind or jam solid.

You can access it through the hole on right side of the engine where the plug for the turning tool goes in or remove starter. It should be flopping around in there. I doubt it would stay in position for starter drive to mesh with it. It seems likely it could have broken nose on starter and that’s why starter won’t do anything.

First thing I would try is shorting across the big contacts on the starter solenoid to see if it’ll spin without engaging.

Sounds like the flywheel bolts are a fairly common thing, but I thought you restarted the tractor once yesterday.
