If you apply the brakes that are on the scale with an unleveled approach it will pull or push more weight on the scale. Think of an extreme case, say your weighing the trailer with only the trailer brakes applied and the tractor is elevated 20' all of the stopping force is transferred as weight on the trailer axles.
