An axle scale is not legal for trade, and the farm scale electronics are usually not certified anyway, although the one we have uses the same software as the company's certified ones do.   The axle scales can be as accurate as you make them....with perfectly flat approaches and drivers who deliberately make a point to not cause inaccuracy I can see results consistently within 1000 lbs.  I can also easily make a load read 4000 lbs heavy if I want to.  I'm not sure how you could make one read light except for hanging a tire off, though.
