Well, after all that... NRIS (MT state library) http://nris.state.mt.us/ has a wonderful collection of NAIP imagery, maybe including CIR by now in the 1 - 2 m range. They request a HD to load it to. I think I have most of the state on HD here, and could probably burn DVD of Chouteau County, if you want.
