Never buy a GoodYear tire again. Had this on one of ours and replaced them with Michelins - problem gone and smooth riding all the way up to 23 mph, to road speed. Made a believer out of me. If you can't fix it with ballasting, inflation pressures, and you've eliminated the possibility of a tire mismount or axle problem, trade them in on Michelins and you'll be very satisfied.
