I'm not sure but I think what you have is PTAC unit (like what you see in motel rooms) am I right or does it duct work connected to it?
If it is, it probably doesn't have service taps, those two 3/8" line is how the factory weighs in the charge, then pinch's off and weld shut.
"Saddle piercing valves" is what you want to ask for, A-1 and Bullet are two brands that come to mind, I like Bullet best.
Far as pulling the unit down and recharging that is a good idea. I would buy just one saddle valve to get your gauges on, then recover freon, then buy two 1/4" weld on service fittings w/schrader valves in them. This would be a better permant fix. Then make sure to put it on a vacuum pump for at least a hour, before recharging.
Keep in mind if it is low on freon now, that means you still have a leak "somewhere" freon just doesn't go away.
