We've had that on one of our 9960 peanut combines (same as 9650 JD??) with the black plastic tank. Kept having trouble with fuel filters. Got tired of it so we drained it, took it out and cleaned it. The bottom was covered with plastic shavings. Haven't even had to change fuel filters now after we did that 2 seasons ago.
