Dish says the Hopper receiver requires minimum 320GB and maximum 7TB hard drive capacity. Are you using a drive that falls within this range?
What happens if you format the drive as FAT32 in Win10 and then plug it into the Dish Hopper? FAT32 should be compatible with most OS and gaming consoles, not sure if Dish will accept a hard drive formatted this way but worth a shot in my opinion.
