We usually get protein levels either side of 10% on our sorghum sudan. We'll put 30 to 40 lbs of N on it at best for one cutting. Any more and you risk high nitrate. If a previous crop failed there, then perhaps no N works. I ran into nitrate trouble one year after planting the next spring on failed fertilized wheat fields.

I realize your picture is just one field.............but that crop looks horribly mal-nourished. If I harvested a crop that looked like that I'd expect low protein.
