My response to you is.... The Standard is there for ALL 501(c)(3) organizations.  Whether they adhere to it - whether they break the law - that is a different question.

You could say it's kinda like driving down the Interstate.  The speed limit is there for ALL to adhere to. Whether all adhere to it is a different question. Police pull over some speeding drivers. But not all. I guess the same could be said for 501(c)(3) organizations.
