Disclaimer: Not a goat person, but my theory on electric fences is that it is the psychological fear of the shock not the shock that stops them, so do you have a corral or barn where you can put a wire up that is very hot so they touch it but cannot run thru it, they gradually move the wire out to allow more space behind it perhaps? By psychological I mean is (now story time) I used to work with a guy who would walk up to a electric fence push it down with his hand, you could watch his arm twitch with the pulses and allow everyone to cross, did it for years then one night was helping his son-in-law put cows in was standing in a muddy cow yard lost his balance and reached back to steady himself and grabbed the fence, naturally got a good shock. After that even though he had held wires down for years would never do it again, thus my theory every animal needs the one traumatic experience with a hot wire for it to work.
