If your goats have started running through a properly grounded electric fence, with enough volts ( more than 6kv), changing fencers won't help. You will need to retrain them, or use a physical barrier fence for a while. I keep mine in with portable netting, which gives them a visual barrier plus the shock. If it gets saggy and they start jumping, It takes a few weeks of high maintenance on the fence to retrain them. Don't let them think they are hungry. I have at times used a simply 2 wire poly fence, and it works fine if they have plenty to eat. Starting to put a single hotwire offset from a barbwire fence and it works fine too.
