Like Buster says. It is measuring the amount of glycation of the blood cells average over approximately 3 months.

If blood sugar has been good over the last three months, glycation of blood cells will be modest and around 5 to 5.5. If some higher or higher fasting levels some higher reading. If it is 6.5 or above diabetes may be diagnosed. 5.6 or above prediabetes.
