Is that the cost of the first 1000 gallons or is that the average cost for a meter that uses 100,000+ per month?
The following is the rate schedule for our local rural water district. For a residence, the average cost including the meter would be high. More you use, the cheaper it gets/gallon.

The minimum charge for all users is $38.00/month.
The price per 1,000 gallons is as follows:
1,000 – 20,000 gallons………………….$4.70
21,000 – 40,000 gallons………………..$3.80
Over 40,000 gallons ………………..$3.30
