This falls right in the same lap as right to repair.
The main issue here there isn't enough large animal vets to go around. This type of procedure seems like one that could easily be farmed out to someone with a machine or willing to sleave the cow while the trained vet that is spread too thin can do the heavy duty stuff.
We are talking preg checks here not doing DA's or C-Sections that involve major surgery.
Non vet jailed for doing preg checks...
