Is this fescue country? The lost tail and feet problem made me think of Fescue toxicity or what ever they call it.
Maybe those bulls came from hard grass country, and can’t adapt to fescue?

Hard grass cattle never seem to really adapt to our fescue.

If that is the issue I think they (cows) need extra supplement to perform, like a couple pounds of DDG every day. Or the special mineral so they get more good out of every bite of fescue. Or lick tubs all summer long.

Can you take all the hard doers and put in one pasture and try something different with this group?

How do the calves look that they raise? Are the cows putting it all to the calves? Or are the calves dinks?

Carcass and maternal are antagonistic traits. Maybe previous herd sires were terminal sires and those daughters just aren't going to make cows.
