The Iowa Department of Transportation (Iowa DOT) is requesting a proposal from consulting engineering firms concerning their qualification, experience, and availability for the preparation of a Request For Proposal (RFP) for the procurement of a statewide Real-Time Kinematic Global Positioning System (RTK-GPS) network.

The Iowa Department of Transportation previously conducted a business model study to determine the potential business models which could be used in the deployment of a statewide RTK-GPS network. As part of this study the leading vendors of RTK-GPS networks, state and local jurisdictions across the country with experience in deploying an RTK-GPS network, potential public and private sector stakeholders throughout Iowa, and internal Department staff were surveyed and questioned.

In addition, the consultant will work closely with Iowa DOT’s Information Technology (IT) and Facilities staff to determine the availability of existing DOT infrastructure which may be used in the deployment of the RTK-GPS network.

As part of Task 1, the consultant will be responsible for defining, under the supervision of the Iowa DOT, the RTK-GPS network functional and technical requirements. Examples of desired network requirements and terms requiring specific, technical definitions include, but are not limited to:

• Statewide - Real time GPS corrections shall be available for any location within the state of Iowa.
• Open architecture - There must be an open architecture.
• Accuracy - The proposed network must be accurate to a sub-inch level.
• The sites and network shall be certified by the National Geodetic Survey (NGS).
• The sites shall be eligible for inclusion on the nationwide Continuously Operating Reference Station (CORS) network.

As part of the technical analysis necessary for the production of the RFP for this contract, the consultant selected will be responsible for the development of evaluation criteria for proposals, demonstrations, and final presentations by potential vendors. Also, in cooperation with Iowa DOT personnel, the consultant will develop the procedures for vendor demonstrations to determine the extent potential vendors meet the technical and functional requirements of the deployment RFP.

The consultant shall present to the Iowa DOT a final RFP for the deployment of a statewide RTK-GPS network by July 18, 2007.

PROJECT SCHEDULE

• RFP completion - July 18, 2007
• Proposal Evaluation – mid-August, 2007
• Demonstration and Final Presentation – mid-September, 2007
• Demonstration Evaluation – late September, 2007
• Vendor Selection – early October, 2007
