fergfarm,
I have to agree with Jim that a coulter by itself will only enhance hairpinning of trash into soil especially if you are running right behind a rotary harrow. But I disagree with having the coulter leading the row cleaner because hairpinning can still occur. When the ground is not firm with trash on the surface you need that row cleaner to remove the trash first. If you have a coulter already on the row unit then you can also look at the Martin WA1394 that works with an existing coulter with short parallel arms and like Jim said you can remove the coulter blade relatively easy is heavy wet soil conditions and run only the row cleaner by itself.
Just my opinion and what works in your condition is the most important,
