You can apply the NH3 into dirt with absolutely 0 moisture in it and not have problems... You just have to do it right! I've had plenty of experience putting annhy on dry dirt out here in SW KS. You just can't knife it on. We put it on with our sweeps (a.k.a. undercutters, v-blades and a few more names) that have the application tube beneath the blade. It's a 5.5' blade that's about 6" wide front to back. Works the ground about 2-4" deep. The tube runs right along the underside of the back edge of the blade, has 2 or 3 orifices (well, actually just holes) drilled into the tube to apply the ammonia. Even in dry dirt this setup, if operated properly, will trap 95%+ of the gas.

Knifing it on in dry dirt is a challenge though.
