I would drive down there and have a face to face with them. I would not hound them, but make sure they know you're interested. It really
makes no difference what the tenant has or hasnt done to improve someone else's farm, that would be between them and the landowner
and I wouldnt use that as an excuse to make myself feel better about approaching them. You either feel its ok or you dont. Do you farm?
If so, do you rent ground? If so, how would you feel about it? There is your answer. JMO
