Get in your pickup and drive to their place and ask them if it's time. As far as the tenant not tiling or putting any "major investments" in the land, why should he? It's not his land, and he would have no guarantee that someone like you would try to buy it after he did put some money into it. You don't know their rental agreement (or at least you shouldn't).
