One issue I have with this is that it only applies to manure in liqud form. Somehow they decided that solid manure isn't a problem. Why not just say as long as the manure doesn't come from an animal in confinement then it won't do any harm. I beleive this law is just another chance for the Iowa EPC and DNR to show their position against confinement animals.
