When I pay my tags, I put two checks in the envelope. One from my personal account and one from my farm account. The county doesn't care how much each check is as long as they add up to the correct total. A thief could use Mark's check as on of two checks to pay part of his balance. But like you say, the personal information on the check wouldn't match and should raise flags.
