You are having the same luck I have when trying to suck water from below the pump.
Rig up a hose to the plug on top of the pump. Slide other end on a vacuum port on a motor like your pickup or 4 wheeler. Clear line is good so you can see water before it gets to the engine. That will prime one in a hurry.
Once primed, a good foot valve in the well and a ball valve on the discharge.
