There is no soil structure that will hold traffic after heavy soaking rain. You can drive on pasture because of the sod root mass at the surface.
The water infiltration thing has worked well on our prairie pot hole clay loam soils, used to be that a 1 inch rain would have little pots of standing water on much of our land.
After 12 years of continuous no till(actually after about 4 years) those spots are a distant memory, it now takes a fast 3 or more inch rain to pond those areas and it is usually gone within 24 hours.
No till does build soil structure and water infiltration routes if you keep the tillage tools away from it.
