What did he recommend doing to make the roots go deeper? Zone till is not the answer here and the disk should never be used in the spring and limited in the fall. Lack of fertility down lower in the soil is many times the limiting factor. Broadcasting the fert on top is mostly to blame for this. Good post What else did he say?
