You said the ears are 1 to 2 inches shorter.  Do you mean the total length of the ear or the filled portion of the ear.  If it is the filled portion, that is an indication of insufficient fertility or excess population.  If  it is the whole ear, that is an indication of stress last June when the ear size was being determined.  If it is the later I would suspect poor root growth or root pruning early on.  The plant height appears to be the same across the field so I suspect root growth was enough to support normal plant growth and pollination: however, with the hot windy days the plant could not get enough water and the whole plant died.
