Easy answer, cereal rye, which will provide excellent winter hardiness for your area and likely grow decent even in lesser soil even if fertility levels aren't good. Broadcast seed in mid August, drag in after seeding. It's an annual, so would need to do this every year, but thinking in your situation, trying to establish a perennial plot would also have it's own set of problems.
