I don't like it either, just telling you how it is where i work and at a lot of other dealers. It has gotten to the place in this world that covering your ass is a full time job. You may be able to get a persons info off the net, from the DMV or out of the phone book but if it was gotten from you and an idenity theft took place, it's still YOUR ass.
It is a rediculous world we live propagated by slime ball attornies looking to make a dime suing someone. Our dealer principal is, in my opinion, lawsuit scared to no end. However it his ass we have to cover. You don't have to like it, take your business somewhere else but you will find it more and more.
