The practice by many NRD's in Nebraska to cap acres and not pumpage is really misguided in my opinion and stifles the potential benefits from improved management. If someone can figure out a way to generate more economic return from 6" of water spread across two quarters of ground than 12" on one quarter, it would be foolish not to. It is an unnecessary limitation on potential innovation and the regional economy. If the goal is to manage water use, then write the regs to manage that number and let the farmer decide how many acres it goes to.
