No, we do recharge. The Sandhills are a great resource to build back up water tables. The Platte River also leaks into the soil. I have no idea how Texas recharges or doesn't. There are isolated aquifers in Nebraska not connected to the Ogallala that doesn't recharge well but the big one does recharge and the snow was deep in the Sandhills last winter.
