N is water soluble, if applied to dry soil, that is where it is going to stay. It will not translocate until soil moisture takes it to where ever in the root zone.

I don't think it's so much the reduced rates that you are seeing an effect from as much as it is a side effect of the drought. If one would take a nitrate test in the area of application, I would be my guess that their is high residual remaining and the rec for next year would be LESS N needed. I've seen it before in dry years.
