Without knowing the specific program, it's hard to say what your wife is entitled to from her previous employer. The new owner has zero incentive, and without knowing the facts, perhaps zero obligation to give her anything because she is no longer employed there. Why would they waste time and money on someone who never worked for them. Life's not always fair. Don't dwell on it. Move on.
