Northern Nebraska | 10mg/L is the cut off point. There are wells in Nebraska that are 100.
I don't know where you are getting your serving of spinach to nitrates levels but all the days I can find says 50-100 mg per 100 grams.
We aren't talking about adults eating food or drinking poor quality water. We are talking and have been talking about babies since your first post. A 3 month old drinks about a liter per day. This is one of the most important health risks to children in my entire state.
I will forever argue that anhydrous is stupid. Nebraska is this bad and we get little rainfall and have been working on reducing nitrates for many decades. When the levels start to go up in say Iowa. The regulations to come from that will destroy what we think of as traditional agriculture.
ALL FALL NITROGEN APPLICATIONS MADE TO NON ACTIVELY GROWING CROPS ARE STUPID.
