This simple answer is that there is less dead air between oat seeds in a bushel than corn seeds in a bushel. The seed size is the base factor for the bushel size. A bushel of apples or peppers compared to a bushel of corn or beans is going to be vastly different in size due to the difference in size of the thing making the bushel.
