People have a tendency to over think this. A bushel is a volume measurement determined by weight.
Take a box that is a volume measurement of a bushel. Everything that fits in this box has a different amount of weight to fill that box. That is called test weight. It is the set standard that is compared to. If you fill it and level it off, (the standards were set before most of us were born), it takes 56lbs of corn to fill it, 60 lbs of soybeans, alfalfa seed, wheat, and 32 pounds for oats. Some products have more density than others while at the same time products themselves can be more or less dense depending on growing season. Think of it as conversion factor to get everything on the same level.
