You may have a point with the failure of ethanol earlier but it is also not uncommon for an idea to be introduced ahead of its time and fail only to later succeed as technology improvements and times/needs change. The original push for ethanol was mostly mom and pop back yard stills with a few commercial fairly small scale operations. I think this time the infrastructure, efficiencies  and  economies of scale will make ethanol a viable energy source. Several other countries think so too.
